Main development activities are outsourced on RentACoder, however all customer contact for definition, detailed analysis, training and support is done locally. Depends on the area you're in. I'm in an area of the US that has a lot of engineers, had a number of dot.coms that went bust, and had a number of programmers laid off, but web developers who knew their stuff were still able to do consulting work, working for small to medium sized companies updating and/or maintaining their web sites. I use to hang out with a bunch of consultants when I taught or coordinated web design, so I could keep up with the latest trends (1-2 years ago).

Many content management systems are based on these languages. Java is another language that has been staying around because many companies are building their web apps in Java.

Most of my clients have come from word of mouth from other previous clients. One of my college professors has also sent me many referrals since he's always getting asked for names of web designers.
Starting with a volunteer project can get things rolling too - like a PTA group, or church or club and then you can start building a portfolio. People will want to look at what you've done.
Advertising in online directories specifically for web designers and web developers is also a good place to start. Marketing Tool is one of them and they have free and paid listings. http://www.marketingtool.com

Contests require skill, web programming and web development do not really have any skill in them. Theres lots of stuff on hacking them but not so much on making them.
