Most of my clients have come from word of mouth from other previous clients. One of my college professors has also sent me many referrals since he's always getting asked for names of web designers.
Starting with a volunteer project can get things rolling too - like a PTA group, or church or club and then you can start building a portfolio. People will want to look at what you've done.
Advertising in online directories specifically for web designers and web developers is also a good place to start. Marketing Tool is one of them and they have free and paid listings. http://www.marketingtool.com
