Contests require skill, web programming and web development do not really have any skill in them. Theres lots of stuff on hacking them but not so much on making them.

ok, you can easily build a site for us that is web compliant, popular, easy to use, dynamic, looks good and is at the top of the search engines ??
dont tell people there is no skill in it, if you believe that then you obviously dont know how to design properly,
comptitions do exist, like this one for example http://www.webbyawards.com/ - one of the best online at the moment
the only problem is that they charge a fortune just to enter, so usually its only for those that have a bit of money behind them, like large web design companys
there are problebly smaller ones out there, like this one http://www.webforumz.com/ has a Website of the Month Competition, but you would probebly have to google to find any more
