Try on freelance sites, normally I see lot of projects putsourced related to your aera of specialization. All you need is to have one free service provider account on these sites. These sites are reliable in their services and they pay you thru safe escrow a/c for your efforts.

I have used Guru.com and ELance.com. There are other such sites such as RentACoder.com and ScriptLance.com. Check out several before you decide which one/s to begin bidding on.
These sites use a "reverse bid" process. In other words, the lowest bid often gets the work.
My policy is not to use a vendor (you) who has done no projects and not necessarily the one who charges the least. You simply have to get started and see how to position yourself in the marketplace.
By all means, have a website to which you can direct your potential customers to showcase your work.
